    Default Rescue Company/Squad in Fire Departments

    Rescue within our department has been a company for approximately 17-18 years. It was a squad prior to that time.

    Due to either a change or new interpretation of Fire District law, we have been told that we may no longer maintain company status as there are members of Rescue who also belong to fire companies. At this time, we are being called a squad and are attempting to restructure rescue members.

    Can anyone give us insight into how Rescue is handled in your departments?

    You may want to look into how your letter of incorporation is written to see how you are structured under NY State.

    We had a rescue squad but had it disbanded by the Chief a number of years ago (around 1989) and absorbed the apparatus and function into the Truck Company. Prior to that it was made up of members from all Companies.

    My village department consists of five (5) companies and a rescue squad. Until recently all rescue squad members had to belong to one of the existing five (5) companies. When the by-laws were changed to accept members to join the rescue squad ONLY (persons wanting to be EMTs but not firefighters) some problems arose.
    These "rescue squad only" members would not be eligible to run for the elected office of chief, would have no direct representation on the fire council (composed of the chiefs and 2 wardens each from the 5 fire companies) and no share of the two percent "foreign fire insurance" money (that is distributed to the 5 companies). They became the step-children of the department, a separate class of membership.
    Currently steps are underway to rectify some of the problems. A new committee was recently established to form a new "Rescue or Ambulance Company". One proposal would have all "rescue only" members join the NEW company; other rescue squad members that currently belong to an existing company would be able to transfer (if they wish) to the new company without prejudice.
    Key to this proposal would be the continuation of a "Rescue Squad" whose members could belong to ANY company. The Rescue Squad would meet separately from the new Rescue or Ambulance Company. This would prevent any member from "double-dipping" when it comes to company benefits. And a member could only vote at his/her respective company meetings.
    This separate Rescue Squad would be no different then an existing Dive/Rescue Team, Racing Team, Hurst Tool Team, etc. My department already cross-trains many members among the 4 engine companies and the ladder company.
    This could work with the support of all involved. Good luck to your department.

    Thanks for your reply. Your scenario does appear to be what we are currently facing. In order to become a company with full status, we would need 20 members who would be dedicated to Rescue only, but that has not been attained. From an ems administrative viewpoint, it would seem difficult to have a rescue squad for fire-rescue members and a company for rescue. I would be interested in knowing the structure of your rescue squad. Are there rules or bylaws? Are there officers?

    Yes..........North Babylon has rescue only members.

    Hi - how do you handle fire members who wish to ride the ambulance? Do they just run rescue w/o being a member of the company?

    From a discussion with the attorney for the district, we're been told that statute prohibits a member from being in more than one company. We are thinking of making a company that is comprised of two squads - Rescue and Fire Police.

    Anyone doing this?

    In North Babylon you are assigned to a station not a company. We are ALL Fire Company menbers, you just choose to be Fire AND Rescue OR Rescue Only, No Firefighter Only. You do not need to become an EMT for Fire AND Rescue.

    In BFD Rescue is a Squad not a Co. We have 6 line Co.'s Rescue is made up of Rescue only (E's) and FF's from all six Co.'s. The E's are not firefighters but they are assigned to one of the six Co.'s when they join. The FF's can choose to join Rescue if/when they choose to after they complete probation, many do and become Tech.'s themselves. It's not perfect but it works, occasionally needing a little oil on the cogs.....

    Questions then arise as to what training/qualifications are required for membership in the rescue company. Is EMS training sufficient or must there be firefighter training as well? Must all members have interior certification or does the FF1 course without the hands on component suffice? Can rescue only members without full firefighter certification enter the chiefs line and become chief? Does/will the department establish a separate EMS chief separate and apart from the fire chief position? What are the limits and responsibilities of command at a simple EMS assignment, at an MVA with extrication, an MVA with fire, etc?
